Developer Appointed as First Property Manager (Selbstkontrahierung)
What does it mean?
The Teilungserklärung appointed the developer (the company that built and sold the units) as the founding Verwalter. This is a structural conflict of interest — the Verwalter's interest (long contracts, favourable terms for the developer) can diverge from the owners'. In documents more than ~20 years old this is typically long superseded, but the clause may still linger.

What you should do as a buyer
Confirm who the current Verwalter is and how/when the original appointment was replaced. Check the most recent WEG-Protokolle for a current Verwalter-Beschluss.
